Employment effects of a transition towards a low-carbon and climate-resilient economy

The objective of this study is to support DG CLIMA in its negotiations to establish a suite of policies to achieve its strategic objectives and to deliver positive employment outcomes associated with the management of the transition to a low-carbon and resilient economy in the period to 2050.

More specifically, the aim of the study is to map existing information on the potential employment and labour market impacts of the low-carbon and climate-resilient transition, recognising the operation of megatrends and their effects on the transition process and on employment up to 2050. Regarding the transition towards a resilient economy, the focus should be on the potential for job generation stemming from adaptation actions, and where possible the potential negative impacts of climate change on employment. In addition the study aims to advise on the appropriate mix of policies and enabling tools to support the transition process and achieve positive employment outcomes for the European Union.
